Ciphero AI Raises $2.5M Pre-Seed to Launch Enterprise AI Verification and Security Platform

Ciphero AI, a New York–based startup building an AI‑native verification and security platform for enterprises, has emerged from stealth with an oversubscribed $2.5 million pre‑seed funding round to accelerate development of its first‑of‑its‑kind AI Verification Layer. The company — co‑founded in 2025 by veteran entrepreneurs Saoud Khalifah and Rob Gross of Fakespot fame alongside Dr. Sen Tian — aims to help organizations safely adopt artificial intelligence across workflows by capturing, verifying, and governing every AI interaction.

The pre‑seed funding was co‑led by Sovereign’s Capital, a diversified alternative asset manager with experience across venture and private equity, and Chingona Ventures, a Chicago‑based early‑stage firm focused on underrepresented founders and overlooked markets. These lead investments reflect growing demand for tools that address security gaps, compliance risks, and operational blind spots created by rapid enterprise AI adoption.

Joining Sovereign’s Capital and Chingona Ventures in the round were several institutional backers and early‑stage investors, including Lotus Venture Partners, BlueWing Ventures, Bullpen Capital, Everywhere Ventures, Hustle Fund, Propeller, Viaka, and Fc Centripetal, alongside other strategic angels. This mix of experienced firms and angels diversifies the expertise supporting Ciphero as it scales its core verification technology.

Ciphero’s platform is designed to address what its founders describe as a critical “AI trust crisis” in enterprise environments. As companies move beyond simple AI tools to agentic workflows and autonomous systems, conventional security and governance frameworks struggle to monitor and control how AI is used. Ciphero’s AI Verification Layer continuously captures and verifies AI interactions — whether initiated by humans, autonomous agents, or other models — enabling visibility into “Shadow AI” usage that would otherwise go undetected. The platform enforces policies dynamically, flags risky behaviour, and helps organizations maintain compliance with standards like SOC 2 without constraining innovation.

Their experience with AI‑driven risk detection is now being applied to enterprise security, where the stakes of unverified AI use are even higher. Dr. Sen Tian, Ciphero’s co‑founder and Chief AI Officer, complements the team with deep expertise in machine learning and governance models.

Ciphero plans to use the capital from its pre‑seed round to expand its engineering team, deepen product development, and scale operations with early design partners.
