Duties

Manage the grants approval process (pre and post) providing technical support for solicitation and development of investment proposals;
Prepare and convey grant awar documents, conduct project management conferences with recipients;
Conduct research and analysis and strategic planning to analyze socio-economic data to assess regional economic strengths, weaknesses and trends; and
Review state, regional and local economic development strategies for compliance with EDA’s guidelines.

Qualifications

Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, Americorps) and other organizations (e.g., professional, spiritual, community, student, social). Volunteer work helps build critical competencies, knowledge and skills and can provide valuable training and experience that translates directly to paid for all qualifying experience, including volunteer experience.

SPECIALIZED EXPERIENCE: Applicants must possess one year of specialized experience equivalent in difficulty and responsibility to the next lower grade level in the Federal Service. Specialized experience is experience that has equipped the applicant with the particular competencies/knowledge, skills and abilities to successfully perform the duties of the position. This experience need not have been in the federal government.

For The GS-09 Level

To qualify for the GS-09 grade level you must have one full year of specialized experience. You must possess 52 weeks of specialized experience at a level of difficulty and responsibility equivalent to the GS-07. For this position, specialized experience is:
Assisting with grant applications or investments; and
Assisting with analyzing data in order to assess economic trends.

OR

EDUCATION: Master’s or equivalent graduate degree, or 2 full years of progressively higher level graduate education leading to such a degree, or LL.B. or J.D., if related

OR

COMBINATION: Equivalent combinations of education and experience.

For The GS-11 Level

EXPERIENCE: To qualify for the GS-11 grade level you must have one full year of specialized experience. You must possess 52 weeks of specialized experience at a level of difficulty and responsibility equivalent to the GS-09. For this position, specialized experience is:

Working with grants or investments;
Analyzing data in order to assess economic trends.
OR

EDUCATION: Ph.D. or equivalent doctoral degree, or 3 full years of progressively higher level graduate education leading to such a degree, or LL.M., if related.

OR

COMBINATION: Equivalent combinations of education and experience.

For The GS-12 Level

EXPERIENCE: To qualify for the GS-12 grade level you must have one full year of specialized experience You must possess 52 weeks of specialized experience at a level of difficulty and responsibility equivalent to the GS-11. For this position, specialized experience is:

Working with grants and investments;
Analyzing data in order to assess economic trends;
Experience with investment strategies; and
Negotiating with staff or community partners.
Education cannot be substituted for experience at this grade.

Additional information

Background Investigation: This position is designated as Non-sensitive/Low Risk and requires that a background investigation be conducted and favorably adjudicated in order to establish security eligibility.

Please note this position is being filled under the American Rescue Plan Act (ARPA). Employees will be hired under ARPA’s Hiring Authority as a Schedule A employee under the Excepted Service for a period not-to-exceed two (2) years.
