Highway Data Systems Secures £1.25 Million to Accelerate Digital Road Construction Technology

Highway Data Systems (HDS), a Glasgow-based developer of automated quality assurance technology for the road construction and asphalt industry, has secured a £1.25 million investment to accelerate its next phase of growth. The investment comes from the Investment Fund for Scotland, managed by Maven Capital Partners and delivered by the British Business Bank. The financing is intended to help the company expand its customer base, deliver new contracts, strengthen its presence in international markets, and continue developing its portfolio of digital infrastructure technologies.

Founded to improve safety, efficiency, and accuracy in road construction, Highway Data Systems has developed a suite of automated quality assurance solutions that replace many of the manual, labor-intensive processes traditionally used across the asphalt lifecycle. The company’s products combine proprietary hardware, embedded electronics, software, and real-time data analytics to automate testing procedures carried out during asphalt production, transportation, paving, and post-construction assessment.

The latest investment marks an important milestone for the business as adoption of automation technologies continues to increase throughout the infrastructure sector. Road construction contractors and public infrastructure owners have been placing greater emphasis on digital quality assurance tools that can reduce safety risks, improve compliance, and generate more accurate engineering data. Highway Data Systems has positioned itself to address these industry needs by providing technology that minimizes the requirement for personnel to work in hazardous roadside environments while delivering engineering-grade precision.

The funding will support several strategic initiatives for the company. Highway Data Systems plans to invest further in research and development to enhance its digital product portfolio, while also supporting the delivery of newly secured contracts. In addition, the capital will help accelerate expansion in the United States, where the company has been growing its commercial presence alongside its established operations in the United Kingdom. Management believes increasing demand for automated construction technologies creates opportunities for broader international growth.

Highway Data Systems offers an integrated platform covering multiple stages of asphalt construction. Its technologies include digital construction reporting, e-ticketing, plant monitoring, thermal imaging, paver and roller monitoring systems, laser-based surveying, and automated compliance testing. By collecting and analyzing data in real time, the platform enables contractors to monitor material quality, document construction activities, and generate digital records that improve project oversight and regulatory compliance.

The company has built relationships with several major infrastructure contractors operating in the UK and overseas, including Eurovia, Holcim, and Tarmac. These organizations use Highway Data Systems’ technologies to improve operational efficiency while ensuring asphalt materials meet required specifications throughout construction projects. The ability to automate quality assurance processes also helps contractors reduce costs and enhance workplace safety by removing technicians from potentially dangerous environments.

The transaction also represents the first investment completed through the Greater Glasgow Innovation Cluster under the Investment Fund for Scotland. The cluster forms part of the broader Nations and Regions Investment Funds initiative, which aims to strengthen regional innovation ecosystems by connecting high-growth businesses with institutional investment. Through this program, ambitious Scottish companies developing innovative technologies gain access to capital needed to commercialize products and expand internationally.

Managing Director Joe Charlesworth said the investment arrives at an important stage in the company’s development, noting that accurate data is fundamental to successful infrastructure projects. He added that the new funding will enable Highway Data Systems to continue enhancing its automated digital solutions for customers in both domestic and overseas markets while supporting continued product innovation.

For Maven Capital Partners, the investment reflects confidence in the company’s technology and long-term market opportunity. The investment manager highlighted Highway Data Systems’ demonstrated growth, experienced leadership team, and the broader shift toward automated processes across the construction sector as key factors supporting the transaction. As governments and contractors increasingly prioritize digital infrastructure management, automation, and worker safety, Highway Data Systems is well positioned to benefit from the industry’s continued transformation. The £1.25 million investment provides additional resources to strengthen the company’s product offering, expand internationally, and further establish its position as a technology provider serving the evolving needs of the global road construction industry.
