Flocean Secures $22.5M Series A to Launch Modular Subsea Desalination Technology

Flocean, the Norwegian subsea desalination company developing modular offshore systems to produce freshwater using deep-ocean pressure, has strengthened its capital base with an expanded $22.5 million Series A funding round to support the commercial launch of its technology and accelerate global deployment of sustainable water infrastructure.

The extended Series A round was led by a consortium of investors that includes Xylem Inc. as a strategic partner, alongside continued backing from core clean-tech and climate-focused firms such as Burnt Island Ventures, Freebird Capital, Katapult Ocean, and Nysnø Climate Investments. New impact-oriented participants in the round include entertainment industry investor Ari Emanuel, Orion Corporation, Rypples, and Water Unite Impact Fund, managed by Wellers Impact. The CEO of Asset Buyout Partners also participated in the financing.

Founded in 2024 as a spin-out from FSubsea by CEO Alexander Fuglesang, Flocean is pioneering what it calls subsea desalination: a process that places reverse-osmosis systems 400–600 meters beneath the ocean’s surface to harness natural hydrostatic pressure for freshwater production. By leveraging deep-sea conditions, the technology significantly reduces energy consumption, capital costs, and land use compared with traditional onshore desalination plants. Flocean’s approach also eliminates chemical pre-treatment and avoids toxic brine discharge in sensitive coastal ecosystems — challenges that have limited wider adoption of conventional seawater desalination.

The expanded funding will support the launch and operation of Flocean One, the company’s first commercial subsea desalination plant, slated to begin full-scale operations in 2026 at Mongstad Industrial Park in western Norway. Flocean One is designed to produce around 1,000 cubic meters of potable water per day, with modular systems capable of scaling up to tens of thousands of cubic meters daily to serve municipalities, industrial operations, and agricultural needs in water-stressed coastal regions around the world.

Flocean’s Build-Own-Operate (BOO) model structures each project as a special purpose vehicle that delivers long-term, bankable water supply agreements over 15–25 years. These offtake contracts provide predictable revenue streams while enabling utilities and industrial clients to secure reliable water sources in markets where freshwater scarcity is increasing due to climate change, population growth, and industrial demand.

In addition to advancing its subsea technology, Flocean has begun integrating its solutions into local infrastructure. The company announced an agreement with Alver Municipality in Norway to explore supplying desalinated water to both industrial customers and local consumers, assessing integration with existing water networks — an important early step toward scaling beyond pilot operations.

The involvement of Xylem Inc. — a global leader in water and wastewater technologies — as a strategic investor reflects confidence in Flocean’s potential to reshape freshwater production at scale. Xylem brings not only capital but also access to global networks and expertise that are expected to accelerate the commercialization and deployment of subsea desalination projects across Europe, the Middle East, the Americas, and island nations.

Impact investors such as Water Unite Impact Fund see Flocean’s technology as a key innovation in advancing clean water access and sustainability, aligning with global development goals for water and sanitation. By backing solutions that can deliver water faster, with reduced environmental impact and lower energy requirements, these investors aim to support commercially viable technologies that address pressing global challenges.

Flocean’s modular subsea systems have already undergone extended testing at its Mongstad site, where they have produced desalinated water for more than a year, demonstrating technical viability and reliability ahead of full commercial rollout. The combination of recent funding, strategic partnerships, and early infrastructure agreements positions Flocean to scale its subsea desalination approach and offer a cost-effective, climate-resilient alternative to conventional desalination in regions facing acute water shortages.

As global freshwater demand continues to rise — driven by climate volatility, population growth, and industrial expansion — solutions like Flocean’s subsea desalination technology could play a significant role in bridging the gap between supply and demand while minimizing environmental impacts and infrastructure constraints that have historically hindered water security efforts.
